How to run another copy of the program under Windows?

Sandboxie , however, depends on the program. If it is, in principle, or its current assembly is portable, it may be enough to copy the folder with it.
Many browsers can be launched with a specific profile (i.e. you can make different shortcuts for example).

If you are talking about regular Windows, there is no such need.
