How to run another copy of the program under Windows?

I would like to simultaneously run the second copy under a different login with different settings.

Run as a different user, run in a sandbox (sandboxie), run in a virtual machine, run with parameters, virtualize the application, create a portable - portable or virtualized version ... etc. etc.

Sandboxie , however, depends on the program. If it is, in principle, or its current assembly is portable, it may be enough to copy the folder with it.
Many browsers can be launched with a specific profile (i.e. you can make different shortcuts for example).

App Cloner is needed for Android simply because it is required, because according to the generally accepted rules of the program, accounts must be in AccountManager.
If you are talking about regular Windows, there is no such need.
You can run programs with a parameter indicating which account/profile to use.
You can install programs in different directories.
