How to run an application in Windows Server 2008 compatibility mode under Windows 7/8?

Good afternoon. The problem is the following. There is an ancient application developed under Windows 95/98. It normally works on 32-bit Windows 7 and 8, but on 64-bit it refuses - it freezes. Found that this application runs correctly on 64bit Windows Server 2008. Is there any way to run this application on Windows 7 in Windows Server 2008 compatibility mode? In the list of available OSes, only custom versions of Windows are indicated to me.
