How to run all 4 RAM modules?

I wanted a larger number of RAM in the PC. 16 GB works (2 those or 2 those) OR (one that and one that)
And immediately 4 are not. What's the matter? Stupidly the bios does not even start.
I tried to change while CL is working - it does not help.

You may be installing more memory than is allowed for your motherboard. See the instructions for the board, it will most likely indicate how much maximum memory can be installed, and in which slots.
