How to run a neural network?

Hello.
I came across a neural network that recognizes a dish from a photo.
Wanted to test it.

I re-read the instructions several times, but I didn’t quite understand whether I need to re-train it or is it enough to install and use it?
PS I am quite new to neural networks.
