@evilelf

1) Install the platform (you can take the latest 8.3.9)
2) Solve the issue with the license (keys, software licenses)
3) Add the "existing database" to the list by specifying the folder where the 1CD file is located
4) Run it, and if the configuration is typical, see enjoy
4a ) If the configuration is atypical and requires additional security keys, then repeat step 2 directly with this product

I'll update Igor's answer.
For versions of the 1C 8.x platform, there are two modes of operation - server (using an external DBMS) and file (using the built-in DBMS). The 1Cv8.1CD file is just a file with embedded DBMS data.
To work with the database from the 1Cv8.1CD file, you need to place it in an empty directory and specify the path to this directory in the list of 1C databases. There may be a problem if you have a file from version 8.3.9 with compatibility removed, and you have a platform version installed below. But in the reverse situation, everything is fine - backward compatibility is supported.

I would advise Bitrix 24, the free cloud version has a lot of things, I think your needs will be more than covered.
