How to run a 16 bit application?

There is a freshly bought Windwos 7 x86 Home Basic. When trying to run some old programs (presumably 16-bit), the same error occurs

Compatibility mode did not help.
Is it possible to somehow run without any DOSBOX, VMware, VirtualPC?

It is forbidden. DOSBox is quite a normal thing.

Does the file itself config.ntexist? Does it have any commands? Theoretically it should work on x86, but probably not on Home Basic. I suggest googling for content config.ntin Windows 7 x86 and licensing restrictions for the Home Basic edition.
