How to revive Ububtu 16.04 LTS?

I used to sit on win, I got tired of it because a lot of things are simply not available to the average user, I decided to switch to something more free, but just as pleasant to the touch, the choice fell on ubuntu 16.04.
I installed it and everything suited me, I also liked the installation through the repositories, and everything looked cool, I also thought that a Linux-based OS would be secure and stable, BUT IT WAS NOT HERE, I installed only Java SDK, Java jre, adobe flash player, intellij idea and Krita, everything, googled it through root once, but ubuntu just started to shamelessly slow down, it works for 10 seconds, and hangs for a minute.
Well, I thought my hands were crooked, I made a mistake somewhere, I decided to reinstall ubuntu (at the same time I formatted the hard drive), having done this I just went nuts, running the wired fox everything seemed to be going fine, but after 20 minutes everything returned to the beginning, the brakes are terrible, the mouse is on the place costs a minute, barely in 30 minutes I was able to open the toaster and write this text.
What could be the problem with the brakes?

Для начала посмотрите, что нагружает систему: htop (cpu + memory), iotop (hdd)

Вероятно проблема с железом, жесткий диск, перегрев процессора/моста, выход из строя блока питания/видеокарты. Проверьте связано ли это с продолжительностью работы компьютера (перегрев), исключите жесткий диск отключив его физически, и загрузите Live версию ОС (чтобы в случае его неисправности повысить шансы на успешное восстановление данных)

Два дня назад ставил 16.04. Сырой дистрибутив еще, огромное количество багов. Если хотите быть бета-тестером, то продолжайте ковыряться в настройках. Лично я откатился на 15.10 и жду выхода 16.04.01 в июле. Впрочем, нет гарантии, что все баги пофиксят. Буду сидеть пока на 15.10, что тоже на самое лучшее решение, но оно хотя бы немного стабильнее.
