How to return WYSIWYG editor to DIAFAN.CMS?

The panel with buttons B, I, etc. has disappeared. when editing news and pages.
The "HTML-code" checkbox, which, judging by the documentation, should not be there either. The client had to explain the basics of HTML so that he could write posts.
I don't see any settings for this. Could it self-renew and therefore disappear?
What to do and how to return?
