How to return the money if the telecom operator has illegally connected the service?

The telecom operator illegally connected the service with a subscription fee.
After a call to the support service, the illegal connection scheme became clear:
1. The subscriber receives an SMS that some free promotion is taking place ("Everything is possible"), and in order to become a member, you need to replenish your account by 150 rubles within 3 days. The promotion is limited in time.
The text message looks like this:

We give unlimited social media networks and music! Top up your account with one payment from 150 rubles. within 3 days - and use popular social networks and music services for free and without traffic consumption for 7 days. Read more: beeline.ru

2. It comes, of course, at the moment when your balance is close to replenishment. If you don't read these messages (and I don't), you predictably top up your balance, usually in the amount of a monthly subscription fee. As explained to me in the support service, the fact of making a payment in the amount of more than 150 rubles within three days from the moment the SMS arrived for the operator is a signal of your consent.
3. 7 days you "use" the service. Personally, I have an Internet connection, which means that I can already use the above services.
4. After 7 days "suddenly" the service becomes paid. As I said in point 3, you are being charged for something that you can already use. The cost is 4 rubles per day.
5. A call to the support service does not lead to a result - they refuse to return the money, motivating this by the fact that I agreed with the "method of payment for communication services."
The amount to be returned was small, since the service was connected only a month ago. It is pointless to file a lawsuit, and it is a pity for time. I would like to understand where to turn to have their brains set right and explained that it is not good to do this.

That's why they are connected.
It is clearly not profitable for a subscriber to run around the courts for a month to get back 80 rubles, and he will not do this.
And 80 rubles per million subscribers is as much as 80 million rubles.
It seems illegal, but no one complains.
And if there is a fool who starts running around and complaining - well, they will lose the lawsuit, return 80 rubles to him, + 40 rubles of moral damage, and compensate 5 thousand rubles for the services of a lawyer.
Earning 80 million, you can afford such small expenses.
In general, there is nowhere to go except to court, and it is unprofitable to go to court.

Everything is legal. They gave unlimited, but did not say that it is free forever (because it is not). And why should he be free?
Without consent, according to the law, you cannot connect services, but you can give.
Of course, this is a very bad practice, but legally everything is clean. Personally, I don’t use Beeline, so I don’t deal with anything like that.

Operator and write. If you firmly state your requirements, then usually the money is returned (megaphone). But if the operator gets stuck, then it will be necessary to think where to turn.
But this is already useless. Everyone already knows it's bullshit, but it's there.

due to lazy or inexperienced operators providing a service cheaper to you, an experienced one
