It will not be possible to do this with regular mechanisms.
Although it can be implemented.
1) Write a script that will check for the presence of a running application and, based on the check, start or not start the program. Well, for the user, instead of the program launch shortcut, we put a shortcut to this script.
2) If we are talking about a browser - Firefox itself checks whether it is already running, and if it is running, it simply opens a new window.
Therefore, in principle, it is enough to prohibit the creation of new windows in the settings and restrict access to the settings.
