How to restrict access to filling out a Google form?

We need to make it so that in order to fill out the form, a person needs to first request access.
So that not anyone who clicked on the link could fill it out.

No way. There is no such possibility.
Within a Google Workspace subscription domain, you can control your users, but no more.
Most likely, this is due to the specifics of the publicity and accessibility of the Forms.
In such cases, I advise you to create a hidden field and send a link to the Form with this field to everyone who "asked access". The form will not become closed , but you will know who sent you the answer. If the value is empty, then the Form was sent by someone who did not ask for access.
