How to restrict access to a file?

The question is rather strange, but maybe you can help .. There is a group of people, there is a Word document, you need to allow access to this document only to some people from the group. The option "throw only to the right people" does not work. these "necessary" people can throw off the rest, the option with a password to open - too, the password can be transferred easily. How else can you limit the ability to receive a file only to the desired group? All options that come to mind can be "broken" by simply transferring the file from the "needed" person to the "unwanted" person, or simply passing the password.
