how to restore and get into the BIOS to load a new Windows?

If a desktop computer, then most likely the entrance to the BIOS will be on the DEL key.
If a laptop, then the key combination accepted by this manufacturer as an input to the BIOS (can be DEL or F2, or Esc, or any other non-standard key combination).
If you bought a computer not earlier than a couple of years ago, then you have to fight with the UEFI bootloader so that the media from which you will install the OS starts to boot adequately.
