How to restore windows 8.1 system to original settings without booting?

The control panel hangs, the system parameters hang, therefore it is not possible to restore (not from the point of the system, but completely to the original parameters). Googling skills are involved, does not help yet.
How to return the original state? From the command line, or at the stage of system boot?
