How to restore Metro apps and some functionality of Windows 10?

All metro applications disappeared, as well as some system functions. For example, clicking on a shortcut in the Start menu could navigate to the location of the shortcut or run an application as an administrator. Also, some functions have disappeared from the tiles in the start menu. The same item "Run as administrator" is missing.
Among other things, the parameters do not open. The command sfc /scannowon behalf of the administrator did not give any results, saying that there were no integrity violations.
How to restore applications and functionality?
