Transferred a WordPress site to a new hosting:

1. Copied all files
   
2. I copied the database, changed the prefix and the full path to the server in it
   
3. URL remained the same, did not change
   

As a result, the list of all photos is displayed in the media files, the link to them is displayed correctly, and the files themselves are not displayed on the library or on the site.

The solution - after downloading the files, the rights were set to 750 instead of 755. After changing the rights, everything worked.
