So there is no problem...
Create a custom post type where your listings or directory entries will be stored.
Create the desired taxonomy or several taxonomies - Organizations, masters, etc.
Install the ACF PRO plugin and add the required fields
Create a PHP template and attach it to the page, it will act as a form for publishing posts through the front-end (of course, publications must be in draft status)
Create archive templates to display your posts in a loop.

Or you can use other plugins. For example,
