How to restore fleck from RAW?

USB flash drives

There is a flash drive in raw format. and takes nothing. Data is not needed, you just need to make it work.
formatting does not work
diskpart writes to the create partition command that the operation is not supported on a non-empty disk (after low-level formatting)
dmde and testdisk also failed
hard disk low level format tool formats, but it's still no use.
