In general, the subject - there are mp4 files (h.264 codec) are missing headers,
how can I either fix or play these files?

I doubt that it is generally possible to play a damaged mp4.
There is a hope to put the pack of professional godeks and K-Lite Codec Pack Mega and try to edit through Sony Vegas latest version.
