How to restore a video card?

There is an Msi graphics card, presumably GTX560 Ti. When connected to a PC, it does not produce a picture, although the fans are spinning. It doesn't show up in device manager. Of the 8 LEDs, only 2 are lit. Power is connected through 2 6-pin connectors. What can be wrong? Oh, and I also found this from below: 37c2e8f19a2c466ba655c4b357c3dc86.jpgThanks in advance!

Most likely, there is a chip on the other side of the board and this is with a chance of a power filter capacitor, I think it will work without it. What else is there is another question...
