There are no universal programs. There are companies that specialize in restoration. It's true they charge money for it. Which, in general, is justified by both the equipment and the accumulated recovery experience.
Some, by the way, write that after trying to self-restore with miracle programs, the price tag goes up, and the probability of recovery goes down ...
