How to reset Windows password on a removable drive?

There is an ATA hard drive in the box connected as an external HDD. It has Windows 7 installed with a single password-protected account. Is it possible to reset the administrator password, or add a new user?

It is possible to do both. The main thing is that the account or system partition is not encrypted.
We boot into PE, and then something like password renew. As a rule, assemblies with LiveCD have similar utilities.
