How to replace Workflow Foundation C#?

It is required to cut this dinosaur out of the project. The project is a C# Web application.
We use WF to display the steps of a dialog with the user on the site. Chose -> next, chose -> next.
We don't use SharePoint.
And one more follow-up question. How to visually view the diagram? had difficulty running on 2015 studio when building on x86. In 2017, the studio completely stopped running the scheme. Are there separate utilities?
