How to replace tabs with spaces in Eclipse?

Version 3.7.2, checkbox in Window->Preferences->General->Editors->Text Editors "Insert spaces for tabs" - does not help, Google too, already worn out.

If for Java or JS editor Window->Preferences->Java->Code Style->Formatter->New...->Indentation->Tab policy->Spaces only->Apply.
