As an option, you can implement something like iRedMail, an open source shareware system, the free version allows you to combine with AD via LDAP or use an internal database, as well as add users through the web console, if you need more - it costs money =) or brute force in MySQL + crutches from GitHub and also use the features of dovecot+ postfix+ etc.
