There is no XP at hand, but, probably, it is done there the same way as in the seven.
The names of system folders are stored in the registry, in the branch

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders

Accordingly, the value of each key stores the path to the folder that corresponds to it, for example, %USERPROFILE%\Desktop
If you change the value to a new one, after rebooting Windows will use the specified folder instead of the original one. You will have to copy the contents to the new folder manually (don't forget the hidden files). Do not name the folder in Russian (there are symbolic links for this, but that's another story).
If you want to rename the user profile folder, this is done through the user settings, you should not manually pick it.
Back in ancient times, there was such a tweaker program Xteq Systems X-Setup, somewhere in the depths of the settings tree (it seems, in the System - File system section) there was the ability to edit folder names. I remember that I renamed Program Files in this way to simply Programs, so that there would be no space in the path and some programs that did not like it would not be buggy.
