How to remove unwanted language in WIN10?

The question is not as simple as it might seem at first glance :)
When you start the Lithuanian-Russian dictionary under Win10, apparently, the Lithuanian language is installed SOMEWHERE. It is not in the Windows settings:

However, the punch-switcher sees it, and therefore it is very inconvenient:

If you just close the dictionary, the language does not disappear. After a reboot, it disappears until the dictionary is restarted.

If I delete the dictionary, then even without rebooting the third language disappears.

To remove something you don't need, you must first install something you don't need.
1. Add the language "Lithuanian".
2. Delete it.
3. Mark this answer as a solution.
