How to remove the prohibition on changing the background on Windows 10?

When I want to change the background, it says that only the admin can do it. I tried through the registry editor, but I can’t enter it either - Admin ban. Having removed the ban, it turned out to enter the registry editor, but it opens for a second, then immediately closes. Is it possible to set the background image, via the console, by setting root? Or differently?
