How to remove the ban on changing proxy in Win 8.1?

Kind people, help.
For some time now, in the Win 8.1 network setup, I have been blocked from changing settings (everything used to change before). On the settings page, it says "Some settings are managed by your system administrator." The proxy cannot be changed as from Computer Settings. and from IE and Chrome.
At the same time, I am the administrator and the device is not included in the domain.
Local Group Policy Editor (gpedit) -> Computer/User Configuration -> Administrative Templates -> Windows Components -> Internet Explorer -> "Do not change proxy settings": not set.

1. Local Group Policy Editor (gpedit) -> Computer/User Configuration -> Administrative Templates -> Windows Components -> Internet Explorer -> "Prohibit changing proxy settings": Disabled.
2. Local Group Policy Editor (gpedit) -> Computer/User Configuration -> Administrative Templates -> Windows Components -> Internet Explorer -> "Disable Connections Tab": Disabled.
After that, if you return the policy values ​​to "not set", the problem is not observed.
