How to remove the ability to restore windows and applications after a reboot in Ubuntu 14.04?
In general, in Session & Starup, in the General tab, all checkboxes are disabled (in particular, Logout session/Automatically save the session on logout).
It's not like it's impossible to defeat such a bad guy.

something buggy ... you exit through the "start menu"? or how?
I do not know exactly how in pure ubunt. for example, in xsubuntu 14.04.2, a glitch is if you exit through the buttons on the panel, and if through the "menu", then everything is fine ...
in 14.10 / 15.04 there is no longer such a glitch ...
on 180 machines I just made a simple script for cleaning user folders when the OS starts ...
/home/username/.cache/sessions/* -R (this applies to xubunt 14.04.2 your mb is slightly different)
it may still be that everything works and no longer saves the session you, just try to clear the folder with the session cache, and only then check under which option the saved session will appear again ... if it appears at all ...
