There are two partitions on the Kingston flash drive, empty fat32 and Hiren'sBoot CD cdfs

cdfsI can't imagine how it was possible to create a partition with the Sidirom file system on the flash drive. Maybe it's not a section, but something masquerading as one? Google suggests that there are malware masquerading as cdfs. So, just in case, clean your flash drive with some modern antivirus.
CD-ROM Remover didn't help.On this program, the world did not converge like a wedge. Correctly, actions with partitions should be carried out using partition managers, the oldest of which is FDISK from MS DOS. And the current, more advanced ones are Acronis DD, Paragon HDM, AOMEI Partition Assistant and the like. Delete all partitions, and then create one large size for the entire flash drive.
Copy important data from the flash drive (if any).
Download R.tester (or a similar program), unpack, select the appropriate drive and run a write test.
This will destroy all the data on the flash drive. If the task is only to get rid of the section, then most likely the first 10% of the test will be enough (did not study exactly how Hiren's section is organized).
