In short, its editing takes place in the "Format - Drawing Tools" tab (Word 2013). The frame is copied to all pages of the document, any change to it changes it on all other pages, as well as deletes it.

The thing is that the frame is inserted in the headers and footers, so it is duplicated on all pages in the document, play around with the header and footer parameters, namely with the headers and footers on the current page!
If my memory serves me right, it is necessary to separate the necessary pages from the rest of the document with section breaks (Page Layout - Breaks). And then for each section you can set different settings for the page background and headers and footers.
