How to remove menu from Sublime Text plugin?

Sublime Text 3, Windows 7
Installed SideBar Folders plugin. Off topic, a new menu item "Folders" appeared after "Help". Ie now there are menus...Tools > Project > Preferences > Help > Folders.
I deleted this plugin, and the Folders item remained hanging out of the cash register. Moreover, its items are not active.
How can you completely kill this infection?

Preferences - Browse Packages
need to remove user preferences from User. namely the directory and settings file of this plugin
