No, and I don't see any point in it. At least because it is not enough to have pure html to auto-generate selectors. The main problem is extremely inefficiently defined selectors. In fact, we cannot set nesting or anything like that. Another problem is the inability to set pseudo-selectors and so on.
Yes, and typesetting on plain css is no longer fashionable and not youthful. Use less/scss. Well, if you so desire, write a similar plugin. True, the harm from it will be more than good.
There are brackets for this, though it is not done automatically there. You press ctrl + e on the desired element in html, and it creates it in css.
