As far as I remember, "no gui boot" disables animation on boot. And the shell should not be deleted, but replaced with something else. Try to specify a non-existent executable, in my opinion you should get a blank screen.
If this is a kiosk, specify your application in the shell. But there is a nuance here - for x64 Windows, the application must be 64-bit.
