How to remove explorer loading in windows 7?

There is a public computer with windows 7, I try to limit its use as much as possible, for example, remove the start.
In the registry, I removed the value of the "shell" key in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
, but after rebooting explorer still loads, how so?

As far as I remember, "no gui boot" disables animation on boot. And the shell should not be deleted, but replaced with something else. Try to specify a non-existent executable, in my opinion you should get a blank screen.
If this is a kiosk, specify your application in the shell. But there is a nuance here - for x64 Windows, the application must be 64-bit.
