How to remove errors with apt-get?

These are the errors that pop up during any actions of apt-get or dpkg
Please tell me what needs to be done?

insserv: There is a loop between service minidlna and mosquitto if stopped

This is where the problem lies, IMHO. We need to deal with the scripts of these two services, which refer to each other when trying to stop them, which is why all the fuss. Or just delete one of them. Or both.

If the package is not installed or removed, then I know only one solution:
open the /var/lib/dpkg/status file, find the lines about the package and delete them. after which we try the commands again.
