How to remove error when creating connection in oracle sql developer?

When creating a connection, an error pops up as in the picture

people have this, but their solutions to problems do not work for me
in services, there is nothing related to sql ,
I just downloaded the archive from the oracle website, unzipped it to the desktop and launched the executable
how to fix it?

The attached screenshot shows the default settings.
In addition to the login and password, you must specify the correct connection parameters.
hostname - host name or its IP address
port - port number
SID - identifier (database name)
