I've been struggling with this problem for a long time too. I thought after each cumulative update climbs out, but no. But on some devices it happens quite often, once every 2-3 months.
Found a solution:
1. Select START > Settings > System > Notifications and actions.
2. In the Notifications section, clear the check box next to Suggest ways to complete device setup to get the most out of Windows.
