I have WinSCP as an sftp client on my local machine.
winscp.net/eng/download.php
In the settings you need to select sublime text as the editor and make it the first in the list of editors.
Next, through WinSCP, you go via ssh to where you need and open the files for editing. Should open in sublime text.

There is nothing complicated, I installed it the first time, here is a brief instruction (I did it on OS X):
1) Go to the directory with packages for ST2 / 3
for windows will have its own.
2) Download the package there
We restart ST and check that the plugin is connected (you can change the port if necessary)
Now we go to the remote server, execute:

cd /usr/local/bin/
wget https://raw.github.com/aurora/rmate/master/rmate
chmod +x rmate
