Enter DFU mode , connect to a computer with iTunes installed (preferably the latest version), after iTunes determines the iPad in recovery mode, click Restore (Update, or something like that, the button will be active). iTunes will download the latest up-to-date version of iOS for a specific device and install everything clean, deleting all data. Then, when you turn it on for the first time, set it up as new.
