How to reinstall a package from scratch in Debian?
I deleted the /etc/cups folder.
I know that it was impossible to do this, I already stepped on a similar rake BUT.
It all started with problems with displaying webUI cups.
there was a feeling that css did not work.
Attempts to reinstall cups did not translate into a solution.
apt-get purge cups left /etc/cups
after which I sinned and finished off /etc/cups
apt-get install cups created /etc/cups with some files but no configs.
I tried a lot of things, and so I tried
dpkg --force-all --remove cups && aptitude install cups
the same parsley with the /usr/share/cups/doc-root directory
After reinstalling doc-root is not there.
Other than reinstalling debian there are suggestions.

The contents of the package suggests that the cups package does not contain a doc-root: https://packages.debian.org/jessie/all/cups/filelist
But there is one here: https://packages.debian.org/jessie/all/cups -server...
/etc is also scattered over several packages.
In general, you removed only the head, it is clear that this head, when growing back, did not climb into other areas, but only installed itself.
Do apt-get autoremove --purge
