How to register an account in Oracle CRM on Demand?

Hello. Actually, the crux of the matter is in the title. The Oracle CRM on Demand page has a login button for existing users. There is no way to log in with a regular Oracle account. Maybe someone works with this system and can tell you how to register an account there? And the second question: "Is there an API for this CRM?".

As far as I know, access there is not for ordinary users, only for Enterprise. Unfortunately, I don't know anything about the API.
