Then we emulate the situation, as if the same number got to someone else and he is trying to "hijack" the account for himself. He enters a one-time code that comes in SMS or in the application. Then he needs to enter a second password for 2FA authorization. He doesn't know him. I don’t link the mail beforehand to exclude the possibility of hijacking the account through the mail. Because he does not know the password from 2fa - he presses the "forgot password" button, a link to reset the account appears. He presses it, I receive a message in telegram that someone has requested an account reset and follow the link to cancel. I'm moving on, I'm asked to enter a code from SMS, but because I don't have access to the number, I can't enter the code. As a result, it turns out that after a week the account is deleted and that person can successfully register it?

Is there any way to protect against this?

I'm out of harm's way and graciously forgot it.

You just know that it is not profitable for activation services to sell a SIM card (or even a service) in one hand. no one guarantees your privacy. If you want thousands and millions, buy a gateway and a thousand SIM cards yourself.
