How to register a library?

Trying to install mysql on raspbian os. The installation stumbles on execution /usr/sbin/useradd, it does not find the libsemanage.so.1 library
The library itself exists and is located here /usr/lib/arm-linux-gnueabihf
tried to add it via export LD_LIBRARY_PATH,
set the path via /etc/ld.so.conf.d/libsemanage.so.1.conf
tried separately for useradd use the -rpath and --library-path option
Nothing helps, the library does not see. Tell me how to make useradd see libsemanage.so.1?

Either say where to look, or put where you are looking for ... So then there are no more options. Provided that it is that which is necessary.
