How to register a file in modx? What does "execute the code in the snippet" mean?

I need to add a shipping capability for which I have a ready-made api.
The manual says that you need to register this file so that it is displayed in the handler class. So the question is, what does "This code needs to be executed once in a snippet on a page" mean?
