How to reduce the minimum fan speed in MacBook pro 15 2018?

When I do not load the laptop, but just read articles in the browser, the laptop does not heat up at all, it is cold, but the cooler (and there are two of them) all work smoothly at minimum speed, which is 2K revolutions.
The laptop runs on battery power. Why further drain the battery?
And no matter how quiet they are, you can hear them in complete silence.
On Windows laptops, I set up a mode in the BIOS that if the laptop is cold, the cooler is completely turned off.
