How to reduce losses through GRE tunnel?

Hello, I have 2 servers connected via a GRE tunnel, through which packets always go. Sometimes the network drops to 0Mbps for a few seconds, there are huge packet losses. How can this be fixed?

Even by making a tcp-style VPN, it turns out that no one will wait long for the data that is in the router's buffer.
