I have a gulpa server running at 192.168.100.2:3001
. I need to get an IP so that any user from the network can view my site that is running at 192.168.100.2:3001. How to organize it?

Make port forwarding from external ip to local. Use https://www.noip.com/ to link to your external IP if it's dynamic. They have a utility for https://www.noip.com/download to auto-update your ip.
And you don't have to buy anything.
Purchase an external IP from your ISP and set up IP-forwarding in your router. For convenience, you can purchase a domain and bind an IP to it.
