How to redirect from a directory to a page with a get request?

I want to make a link shortener on the site. How can I make it so that from the page https://example.com/test (there is no such folder) there is a redirect to https://example.com/link.php?short=test ?
And if you put any other word instead of 'test', then the same thing happened.
Googling didn't help.
