How to redirect an unauthorized/unregistered user to LOGIN PAGE?

Hello connoisseurs. There is such a task: to redirect a user who has not yet registered or is not authorized in the HOTSPOT network to the LOGIN PAGE page from any site (be it http, https).
Solution: replace DNS for users who have not been authorized, so that when accessed, let's say www.example.com -> redirects to the LOGIN PAGE page, without cursing to the certificate, etc.
Is such a solution possible? And how can it be implemented. I would be glad for any advice in which direction to dig.

Before you ask a question, have you at least tried to read about the hotspot? All this, as they say, is present out of the box.
